The 21-year-old was one of the breakthrough stars of the La Liga campaign as the midfielder scored 11 goals in 36 appearances for the Spanish side.
His form helped Celta Vigo avoid relegation and earned the midfielder inclusion in the Spain u21 squad for this summer’s European Championship.
Veiga’s contract is understood to contain a release clause of €40m (£34m) and City have joined Chelsea and Liverpool in asking to be kept informed on his situation this summer.
City confirmed the signing of Mateo Kovacic from Chelsea this week, but are keen to add another option in midfield following Ilkay Gundogan’s exit to Barcelona.
